Senator Orrin Hatch, the ranking Republican on the Senate Finance Committee, led off a conference on US corporate tax reform, "Reviving US Competitiveness and Economic Growth," at the Peterson Institute on December 12, 2012. The four presentations following Hatch's remarks focused on key aspects of the business tax reform debate. Former Assistant Secretary of the Treasury for Tax Policy Eric Solomon laid out the basic goals of business tax reform and alternative strategies for achieving it. Alan D. Viard, American Enterprise Institute, presented revenue-neutral reform paradigms and an analysis of the effects of broadening the tax base. Peterson Institute Senior Fellow Gary Clyde Hufbauer offered a reform program that reduces the corporate rate, enacts permanent bonus depreciation, and installs a territorial system for international activities. J. D. Foster, Heritage Foundation, presented arguments for a "new flat tax" and David Bradford's "X" tax. The conference closed with final remarks by Eric Solomon, Alan D. Viard, Gary Clyde Hufbauer, and J. D. Foster.
